The Borough Administrator is responsible for overseeing the daily operations of the Borough. The Administrator reports to the governing body, and is responsible for implementing its policies and decisions.

The Clayton Police Department is a professional, progressive Police organization which is dedicated to the service of the citizens of the Borough of Clayton. The members of the department work to serve the community by safeguarding life and property, to protect the innocent from deception, to protect the weak from oppression and intimidation, to guard the peaceful from violence and disorder, and to respect the Constitutional rights of people to Liberty, Equality, and Justice. Officers of the Clayton Police Department take pride in themselves, the work they are tasked to do, and the commitment to the citizens and their fellow officers.

The mission of the Clayton Police Department is to provide its residents with a quality standard of living. The CPD strives to maintain and improve upon this quality standard of living. This can be accomplished through enforcement of laws, public awareness, establishing a strong bond with the people to whom the CPD is sword to serve. The Clayton Police Department will educate the public on the function and purpose of its police department, and create community programs which will incorporate police and citizens working together for a common goal. The Clayton Police Department will conduct itself in a courteous manner, and maintain the highest standard of public trust.

Municipal Court

In December 2011, the Borough joined with Elk Township and the Borough of Newfield for municipal court services. The combined court is called the Elk Township Joint Municipal Court. The court is located at:

The Municipal Clerk manages a number of critical municipal functions. The Clerk’s key responsibilities include receiving, filing, securing, and disseminating all official correspondence, information, and/or records of the municipality.

Other duties of the Borough Clerk include preparing for, attending, recording, and creating minutes of all council meetings. The Clerk prepares resolutions and ordinances, and prepares public notices of them for publication in the Borough’s official newspapers – the Gloucester County Times, and the Sentinel of Gloucester County.

The Clerk oversees all municipal elections, and submits the results to the Gloucester County Board of Elections. The Clerk also manages bid openings and handles liquor licensing, pet licensing, and yard sale permitting.

The Chief Financial Officer oversees all financial activities of the Borough. The CFO’s primary responsibilities are:

  1. Developing and executing the municipal budget
  2. Authorizing the purchasing of all services, equipment, and supplies
  3. Managing all investments and bonding activities
  4. Verifying the accuracy of fiscal transactions and account reconciliations

The CFO ensures the Borough complies with all regulatory requirements pertaining to municipal finances. The CFO is involved with bids, grants, and other such financial activities. The Finance Clerk assists the CFO with these duties, and provides support to the CFO as directed.

The Purchasing Clerk works with vendors and companies to acquire the materials and services requested by each department. The Purchasing Clerk prepares purchase orders, obtains quotes, and distributes payments.

 Tax Assessor

As of April 1, 2013, the Borough of Clayton joined with Gloucester County for Tax Assessor services. There is no longer a Tax Assessor residing in Clayton’s municipal building. Please contact the Gloucester County Office of Assessment for any tax assessment questions or concerns. The office is located in Clayton, at the Gloucester County Clayton Complex, Building A, located at 1200 N. Delsea Drive.

The Tax Collector is primarily responsible for the billing and collection of all taxes billed to municipal residents and commercial establishments. The Tax Collector determines tax liabilities based on prescribed laws and regulations.  The Tax Collector confers with taxpayers or their representatives in order to discuss the issues, laws, and regulations involved with their bills, to resolve problems with bills, and sends notices to taxpayers when accounts are delinquent.

The Tax Collector works with residents to determine whether they are eligible for tax credits and deductions. There are two key deductions for which residents may qualify:

  1. Veteran’s Deduction
  2. Senior Citizen Deduction

The Tax Collector conducts a yearly tax sale, as required by New Jersey statute, to sell liens for properties with delinquent taxes and/or municipal charges, such as water/sewer payments. This sale is held in September.

The Public Works Department is primarily responsible for water and sewer operations, maintenance of streets and roads, repair and rehabilitation of Borough facilities, and maintenance of Borough parks and sports fields.

As the Borough has its own water distribution system, a significant portion of the department’s workload involves ensuring water quality meets all state and federal regulations, installing new connections, repairing existing water mains, reading water meters, and assisting with water/sewer billing and collections.

While the Borough is a member of the Gloucester County Utilities Authority for sewer services, the Department remains responsible for maintaining sewer lift stations, handling sewer backups, and addressing drainage issues.

The Recycling Coordinator works in this Department and is responsible for working with the trash/recycling company, Casworth Enterprises, to ensure all current regulations for recycling are enforced

The Construction Code Official is primarily responsible for enforcing the building codes as established by New Jersey’s Division of Codes and Standards to protect the health and safety of residents. The codes are set forth in the Uniform Construction Code, which includes the subcode requirements for building, electrical, plumbing, fire protection, energy, mechanical, elevator, radon, asbestos, rehabilitation and barrier-free subcodes, and lead hazard abatement.

The Construction Office must issue a permit(s) for allowing work/improvements to be done. The Construction Official, and/or the subcode official(s) will inspect the work when the homeowner or contractor has completed the job for conformance to code.

The Technical Assistant to the Construction Code Official assists the Official by setting appointments, completing paperwork, creating reports, and answering residents’ questions.

Construction Permits

Construction Permits are required for, but not limited to: all new construction, additions and alterations, garages, sheds larger than 100 square feet, fences, pools, decks, signs, roofing, siding, lawn sprinkler systems, gas piping, installation of heating or air conditioning, electric service upgrades.

Certificates Of Occupancy

Certificates are required for both residential and commercial properties each time there is a change in tenant and/or owner. If your home, apartment or commercial property is rented, you must register as a landlord with the Borough.

The Zoning Officer is primarily responsible for enforcing the Zoning code of the Borough which pertains to what can be built on a specific property and what restrictions and requirements are needed for each improvement. For example, the Zoning Officer’s review and approval is needed to install a fence, install a pool, to grade a property, and to build a shed. These are few activities that fall under the Zoning Officer’s jurisdiction.

The Zoning Clerk assists the Zoning Officer with office tasks, and is responsible for compiling, mailing, and reporting on violation notices issued by the Officer.

Zoning applications must be submitted to the Zoning Officer, reviewed, and approved before you can begin any of the activities listed above.

UNDER NO CIRCUMSTANCES WILL A ZONING APPLICATION BE ACCEPTED WITHOUT AN ATTACHED SURVEY. ALSO, TAXES MUST BE CURRENT IN ORDER FOR AN APPLICATION TO BE PROCESSED.  PLEASE NOTE THAT THE BOROUGH DOES NOT HAVE COPIES OF PROPERTY SURVEYS ON FILE
